On September 20, 2023, the Minister of Citizenship and Immigration, Marc Miller, issued the Ministerial Instructions Respecting Invitations to Apply for Permanent Residence under the Express Entry System. These instructions are issued in accordance with specific sections and provisions of the Immigration and Refugee Protection Act (IRPA) and aim to define the eligibility criteria, categories, and procedures for issuing invitations to foreign nationals seeking permanent residence in Canada through the Express Entry System.

Category Establishment:
“Transport occupations (2023-1)” category is established for ranking purposes for this draw

Eligibility for Category Membership:
An eligible foreign national may become a member of the category established in section 2 if they meet the following conditions:

  1. Accumulated at least six months of full-time work experience, or the equivalent in part-time work, in one of the occupations specified in the table provided in these instructions.
  2. During this work experience, performed the actions described in the lead statement for the occupation as set out in the occupational descriptions of the National Occupational Classification.
  3. During this work experience, performed a substantial number of the main duties of the occupation as set out in the occupational descriptions of the National Occupational Classification, including all essential duties.

However, it’s important to note that an eligible foreign national will not be considered a member of this category if their work experience does not fall within the three-year period preceding the date when their application for permanent residence is received.

The Minister’s objective in establishing the category in section 2 is to contribute to Canada’s long-term economic success by enhancing the responsiveness of federal skilled immigration to the labor market.

Invitations:
Invitations may be issued during the period from September 20, 2023, to September 21, 2023.

Invitations — Number:
A total of 1,000 invitations may be issued to eligible foreign nationals within the grouping established in section 5.

Invitations — Required Rank:
Invitations will be extended to eligible foreign nationals who rank among the first 1,000 eligible foreign nationals in the group ranking.
